New Policy
Drivers cited on or after July 1, 2010, and convicted of Vehicle Code (VC) §23152 for driving under the influence (DUI) in the pilot Counties of Alameda, Los Angeles, Sacramento, and Tulare are required to install an ignition interlock device (IID). First offenders in these counties will no longer be restricted to driving to/from/during course of employment and to/from an alcohol program. Drivers meeting the requirements for obtaining a restricted license will be allowed unlimited driving privileges, when he/she installs an IID for the duration of the IID restriction period.
Procedures for Issuing an IID Restricted DL
Restriction 95 (restricted to operating vehicles equipped with an IID per VC §23700) will be placed on all driver license records upon receipt of a report of conviction of VC §23152 or 23153 from a pilot county (regardless of number of prior convictions).
Field office employees cannot process driver license applications with restriction 95 on the driver record, until programming is complete. If you receive Error Message “0013 DATA DOES NOT MATCH VALID CODES” and the driver is eligible for an IID restricted driver license, prior to keying you must contact DLMAU at (916) 657-7572. DLMAU will modify the driver record to allow you to process the application and remain on the telephone until you complete the application. Once the application is complete, DLMAU will ensure the proper restriction is placed on the record.

You will be notified when programming is complete.
Procedures for Removing an IID Restricted DL
After the five-month IID restriction period ends, drivers who have:

Completed their original suspension period and submitted a DL 101 will have the IID restriction (95) removed.

Not completed their original suspension period and/or submitted a DL 101 will have restriction 95 removed and replaced with a course of employment and alcohol program restriction (08) for the duration of the original suspension period and until a DL 101 is submitted.

Restriction 08 added will be sent a notification of the restriction change. The driver may opt to maintain the IID restriction with unlimited driving privileges by contacting DLMAU at (916) 657-6525.

Background
Legislation created a four-county pilot program operative July 1, 2010, through December 31, 2015. All first and repeat offenders convicted of VC §23152 or 23153 or Penal Code §191.5 (b) in Alameda, Los Angeles, Sacramento, or Tulare Counties are mandated to install an IID on all vehicles owned and operated for a specific time period per VC §23700.
